TECHNICAL CONSTRUCTION MANAGER
Location: CLUJ-NAPOCA
Role: Takes ownership of the technical and contractual preparation of projects in the company’s portfolio (industrial, logistics, and residential), from the detailed analysis of technical documentation (PT/DDE) to the definition of contract packages and the evaluation of bids. Ensures the optimal integration of the structure, architecture, and mechanical, electrical, and plumbing (MEP) systems, providing direct technical support to the Project Manager during the procurement phase and to the Site Manager during the planning and execution phases.
Responsibilities:
- Technical Analysis & Project Correlation ( Pre-Execution & Project Analysis)
- Multi-Disciplinary Review: Analyzes technical designs across all disciplines: civil engineering (reinforced concrete structures, steel/prefabricated structures, partitions, finishes) and MEP systems (medium- and low-voltage electrical systems, HVAC, plumbing, fire protection, smoke exhaust, and outdoor utility networks).
- Identifying Inconsistencies: Detects errors, omissions, overlaps, or geometric and technical conflicts between the structural, architectural, and mechanical/electrical systems during the design phase, before construction begins on site.
- RFI Management: Drafts, submits, and follows up on requests for clarification (RFIs) sent to designers until they are closed and definitively resolved.
- Value Engineering: Proposes alternative technical solutions and design-cost optimizations for structures, finishes, and systems, while assessing technical risks and the impact on the budget.
- Bidding, Tendering, and Contracting (Procurement Phase)
- Preparation of Work Packages: Defines the contract packages and prepares the technical documentation for requests for proposals (verifying/preparing bills of quantities, technical specifications, and material and equipment data sheets).
- Comparative Analysis: Conducts detailed technical and economic analyses and prepares comparative tables tailored to the specific purpose, providing clear recommendations and delivering documentation on time to meet the procurement schedule.
- Clarifications with Bidders: Handle technical clarifications with contractors and suppliers; identify hidden exclusions, quantity errors, unauthorized material substitutions, and nonconformities.
- Risk Mitigation: Minimizes the occurrence of cost increase requests (Variation Orders) on the construction site by properly defining the scope of work during the contracting phase.
- Negotiation Support: Provides specialized technical support to the Project Manager during the final negotiation process and the drafting of technical annexes to contracts.
- Execution, Planning, and Construction Site Support (Implementation Phase)
- Planning Support (Master Schedule): Provides technical support to the Site Manager in coordinating the technical aspects of the work and integrating the execution sequences (the logical sequence of structural work, enclosures, finishes, and systems) into the project’s Master Schedule.
- Delivery of Technical Documents: Deliver the complete technical documents—verified and ready for the start of construction—to the on-site construction team.
- On-Site Assistance: Provides prompt technical support upon request directly at the construction site to resolve technical issues that arise on-site or to validate site instructions issued by inspectors or designers.
Selection Criteria
- Education: Higher technical education in the field of construction: Faculty of Civil Engineering or Building Systems (with a mixed technical focus on structural engineering and MEP).
- Experience: At least 7 years of experience in the construction industry, including at least 3 years in a similar role that combines technical analysis, bidding/contracting, and construction supervision.
- Portfolio Overview: Proven experience in industrial/logistics projects (prefabricated/steel structures, building envelopes, ESFR sprinklers, smoke exhaust systems) and/or residential projects (reinforced concrete structures, large-scale finishes, partitioning).
- Regulatory Knowledge: A solid understanding of the applicable Romanian regulatory framework (civil engineering and installation design and construction standards, P118, fire safety scenarios, IGSU and ANRE requirements and authorizations).
- Technical Skills: Extensive expertise in reviewing bills of quantities (preliminary measurements) and the ability to quickly identify omissions in bids.
- Tools: Advanced proficiency in MS Office (especially Excel) and project viewing/editing software (AutoCAD and BIM Viewer-type software are a plus).
- Foreign Languages: Intermediate proficiency in English (for reviewing international technical documentation and equipment data sheets).
- Soft Skills: Excellent analytical, synthesis, and structured technical communication skills; a high degree of autonomy, organizational skills, and a natural inclination toward problem-solving.
