GROUP CHIEF CENTRAL PROCUREMENT AND LOGISTIC OFFICER
Location: Bucuresti
Role: The Group Chief Central Procurement and Logistic Officer defines and implements the business’ procurement policy together with the general manager, ensuring the achievement of qualitative, quantitative, organizational and financial goals regarding the procurement of products and / or services, designs and organizes strategies for managing the flow of finished products, from supplying to the delivery to customers, with a constant goal of optimizing the cost-quality-time ratio for the logistics center.
Essential Functions:
- Defining the business’ procurement and logistics strategy and policy;
- Collaborating directly with the general management of the business for taking into account all the strategic objectives and the various associated development projects;
- Collecting and analyzing the needs of various departments of the business on issues affecting the procurement;
- Ensuring the economic surveillance of the development of the market and projects undertaken by competing companies in terms of procurement strategy;
- Defining, based on all these elements, a procurement strategy for the business, including all the means (Human Resources, Financial, Materials, etc.) and goals to be achieved;
- Applying this general strategy depending on the procurement area: products, services, general services, etc;
- Offering support for the purchasers in negotiations that are particularly difficult and / or strategic for the business;
- Negotiating directly with key suppliers and service providers, in particular in establishing framework agreements;
- Ensuring, according to a scheduled pace or not, the renegotiation of framework contracts depending on the performance of suppliers, market developments and the needs of the business;
- Establishes procedures, methodologies and tools for improving the overall performance of the procurement department: information systems, e-procurement projects, supplier evaluation grids, quality standards, choice of outsourcing;
- Ensures communication and liaison with every department, to promote the integration of procurement projects within the business;
- Ensures the optimization of the procurement process through a permanent audit of the group of suppliers;
- Establishes performance monitoring indicators, both quantitative and qualitative;
- Monitors the proper integration of service providers in the business’ production processes;
- Ensures the correct fulfillment of negotiated contractual conditions and arbitrates any disputes;
- Continuously monitors acquisition costs and budget;
- Preparing reports for the general management and for the other departments of the business;
- Optimizing the organization of the procurement department according to the procurement area, the type of procurement, etc., according to the established goals;
- Ensures the recruitment of the acquisitions team;
- Oversees and leads the acquisitions team, in particular by monitoring ongoing negotiation processes / requests for offers;
- Training and developing the skills of the members of the acquisition team based on individual and collective goals;
- Supervising the activity of the procurement and logistics departments;
- Facilitating the implementation of decisions and ensuring the training and professional development of colleagues;
- Create procedures, methodologies and tools to improve the overall performance of the logistics department;
- Coordinates and plans the procurement and logistics processes;
- Provides reports to the general management.
Qualifications, Knowledge, Skills and Abilities required:
- +7 years’ experience in technical acquisitions and logistic on a global level;
- Bachelor’s Degree;
- Mastery of negotiation techniques, tools and market solutions in terms of procurement management (e-procurement, e-sourcing, outsourcing, etc.);
- Knowledge of the activity carried out by the company in terms of economic constraints and organization;
- Expertise on the key products and services requires for the operation of the various areas of activity of the company;
- Knowledge of project management methodologies, as well as its sensitivity to information systems;
- Sound legal knowledge;
- Ability to manage the activity and define a medium and long term strategy;
- Experience of team management, functional and / or matrix way;
- Mastery of technical specifics of the transportation and storage of products;
- Advanced in English, both orally and in writing.
